The Property Tax Map


Portland's tax laws ensure that many home owners living in the city's better off areas are paying less tax (based on property values) than many of those living in slow-growth areas. In 1997 the new Measure 50 limited how much Oregon's taxes could grow. The result is that many are now paying more than their fair share.

The Oregonian's Measure 50 Winners and Losers map shows how much tax Portland residents would pay if the tax benefits of 1997’s Measure 50 were redistributed based on the market value of homes. Under this system 57% of homeowners would pay less. 43% are better off under the present system. Properties are colored on the map to indicate whether their owners would pay more or less if Measure 50 was redistributed by market value.
